The Eloi do not seem to have any knowledge of agriculture or animal husbandry, and they do not seem to have any tools or weapons to hunt or gather food. The Time Traveler speculates that the Eloi have become so weak and passive that they have lost the ability to provide for themselves and have become entirely dependent on the environment to sustain them.
